Add potatoes, onion, garlic, and chicken broth to the slow cooker.
Cover and cook on low for 6 to 8 hours (approximately 250 minutes) until potatoes are tender.
In a small saucepan, melt butter and whisk in flour to create a roux.
Whisk in the milk and bring mixture to a simmer until slightly thickened.
Stir the milk mixture and heavy cream into the slow cooker and mix well.
Season with salt, pepper, and paprika. Use immersion blender if desired. Serve topped with shredded cheese.
