Make hard caramel, let cool fully, then chop into chunks.
Preheat oven to 350°F (177°C) and line baking sheets with parchment.
Cream butter, brown sugar, granulated sugar, and vanilla until fluffy (4–5 mins).
Add eggs one at a time, beating well after each.
Mix in baking powder, baking soda, and salt until combined.
Add flour and mix just until streaks remain.
Fold in dark chocolate chips and chopped caramel pieces.
Scoop 2-tablespoon balls onto baking sheets, spacing 2 inches apart.
Gently press extra chocolate on top if desired.
Bake for 11 minutes, then reshape gently if spread; return for 1 more minute.
Cool cookies on baking sheet 10 minutes before moving to wire rack.
Sprinkle sea salt flakes on top if using and enjoy.
Notes
Store cookies in an airtight container at room temperature. Freeze in layers with parchment for longer storage.
