Heat vegetable oil in a skillet over medium heat.
Add ground beef and cook until browned, about 5-7 minutes.
Add minced garlic, soy sauce, fish sauce, brown sugar, and red pepper flakes. Cook for another 2-3 minutes.
Remove skillet from heat and stir in chopped Thai basil.
Soak a rice paper wrapper in warm water for 5-10 seconds until soft.
Place beef mixture, shredded lettuce, carrots, cucumber, and mint in the center of the wrapper.
Fold sides over and roll tightly to enclose the filling.
Repeat with remaining wrappers and serve with dipping sauce.
Notes
Wrap leftover rolls individually and refrigerate for up to 2 days. Keep dipping sauce separate. Freeze beef filling to roll again fresh later.
