Preheat your oven to 350°F (175°C). Grease and flour the two cake pans.
In a large mixing bowl, cream together the softened butter and granulated sugar using an electric mixer until light and fluffy.
Add the eggs one at a time, mixing well after each addition. Then, add the vanilla extract and continue to mix.
In another bowl, combine the all-purpose flour, baking powder, and salt. Gradually add this dry mixture to the wet ingredients, alternating with the milk. Mix until just combined.
Pour the batter evenly into the prepared cake pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Allow the cakes to cool in the pans for 10 minutes before transferring them to a cooling rack to cool completely.
While the cakes are cooling, prepare the frosting. In a large bowl, combine the powdered sugar, cocoa powder, and milk. Mix until you achieve a smooth and spreadable consistency. You can add more milk if necessary.
Once the cakes are completely cooled, place one layer on a serving plate and spread a layer of frosting on top. Place the second cake layer on top and frost the top and sides of the cake.
Use food coloring to tint portions of the frosting in various pastel colors. If desired, use a piping bag to create decorative patterns on the cake.
Decorate the top with Peeps, edible grass, and small plastic garden tools for an Easter garden theme.
