Preheat your oven to 400°F (or 200°C).
In a large bowl, combine self-rising flour, shortening, cold water, soft butter, sugar, and nutmeg. Mix to form dough.
Roll dough into small balls and place in a greased baking dish.
In a saucepan, heat milk and ⅔ cup sugar over medium heat until sugar dissolves.
Pour hot milk mixture over the dough balls in the dish.
Drizzle vanilla extract over the top and bake for 30 minutes.
Let rolls cool after baking for optimal softness.
