Preheat your oven to 350°F (175°C).
Cook the rotini pasta according to package instructions until al dente. Drain and set aside.
In a large skillet over medium heat, cook the ground beef and Italian sausage until browned, breaking it up with a wooden spoon. Drain excess fat.
Add the diced onion, garlic, and bell pepper to the skillet. Sauté until the vegetables are tender, about 5 minutes.
Stir in the pizza sauce, diced tomatoes, Italian seasoning, salt, and pepper. Simmer for 5 minutes to combine the flavors.
In a large mixing bowl, combine the cooked pasta with the meat mixture. Add 1 cup of mozzarella cheese, pepperoni, and crumbled bacon. Mix well.
Transfer the mixture into a greased 9x13-inch baking dish. Top with the remaining mozzarella cheese.
Cover the baking dish tightly with aluminum foil and bake in the preheated oven for 25 minutes.
Remove the foil and bake for an additional 15 minutes, or until the cheese is bubbly and golden.
Remove from the oven and let it cool for a few minutes. Garnish with fresh parsley if desired.
