Heat vegetable oil in the pressure cooker over medium heat.
Brown the beef cubes in batches and set aside.
Sauté onions and garlic until translucent.
Add tomato paste and cook for 2 minutes.
Return beef to pot and pour in Guinness and beef broth.
Add carrots, potatoes, thyme, rosemary, bay leaf, salt, and pepper.
Seal the pressure cooker and cook on high pressure for 45 minutes.
Allow natural pressure release for 15 minutes, then quick release any remaining pressure.
Open the lid carefully and stir the stew.
Serve hot with crusty bread to soak up the rich broth.
Notes
For best results, use fresh herbs and a good quality stout beer. This stew improves in flavor if made a day ahead.
