Preheat your oven to 375°F (190°C).
In a large mixing bowl, combine ground beef, bread crumbs, egg, minced garlic, chopped green onions, salt, and pepper. Mix well until all ingredients are fully incorporated.
Form the mixture into meatballs, about 1 inch (2.5 cm) in diameter.
In a separate bowl, whisk together honey, soy sauce, rice vinegar, cornstarch, and water until smooth. Set aside.
In a baking dish, add the uncooked rice and pour the chicken broth over it. Stir in the frozen peas and carrots, and drizzle with sesame oil.
Place the meatballs evenly over the rice mixture in the baking dish. Pour the honey garlic sauce over the meatballs, ensuring they are well coated.
Cover the baking dish with aluminum foil (optional) to prevent excessive browning. Bake in the preheated oven for 30 minutes.
Remove the foil and continue baking for an additional 15 minutes, or until the meatballs are cooked through and the rice is tender.
Allow it to rest for 5 minutes before serving to let the flavors meld together.
