Preheat your oven to 350°F (175°C).
In a large skillet over medium heat, cook the breakfast sausage until browned and crumbly. Drain excess grease if necessary.
Sprinkle the flour over the sausage and stir to combine. Cook for an additional minute, allowing the flour to absorb some of the fat.
Gradually whisk in the milk, stirring continuously. Add garlic powder, onion powder, black pepper, and salt, and bring to a simmer. Cook until the gravy thickens, about 5-7 minutes. Remove from heat.
In a mixing bowl, beat the eggs and add the shredded cheddar cheese, stirring to combine.
Cut the biscuit dough into quarters and add it to the mixing bowl with the cheese and eggs. Stir gently until the biscuits are coated.
Pour the biscuit mixture into a greased 9x13 inch baking dish. Pour the sausage gravy evenly over the top.
Bake in the preheated oven for about 30 minutes, or until the biscuits are golden brown and cooked through.
Let it cool for a few minutes, then serve warm.
