Preheat your oven to 350°F (175°C). Grease the baking pan or line it with parchment paper for easy removal.
In a large mixing bowl, melt the butter in the microwave or on the stovetop. Allow it to cool slightly.
Whisk the granulated sugar into the melted butter until combined. Add the eggs, one at a time, whisking well after each addition. Stir in the vanilla extract.
In another bowl, sift together the flour, cocoa powder, salt, and baking powder.
Gradually add the dry ingredients to the wet mixture, stirring until just combined. Be careful not to overmix. If using, fold in the chocolate chips at this stage.
Pour the brownie batter into the prepared baking pan and spread it evenly with a spatula.
Bake in the preheated oven for 25-30 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs.
Remove the brownies from the oven and let them cool in the pan for about 10 minutes before transferring to a wire rack to cool completely.
Once cooled, top the brownies with Easter-themed candies, pressing them gently into the surface for decoration.
