Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan or line it with parchment paper for easier removal.
In a medium saucepan, melt the butter over low heat. Once melted, remove from heat and stir in the granulated sugar until combined.
Allow the butter-sugar mixture to cool slightly, then whisk in the eggs, one at a time, followed by the vanilla extract until smooth.
In a separate bowl, sift together the flour, cocoa powder, salt, and baking powder. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Stir in the chocolate chips until evenly distributed.
Pour the brownie batter into the prepared baking pan, spreading it evenly.
Bake in the preheated oven for 30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
Allow the brownies to cool in the pan on a wire rack. Once cooled, cut them into 12 squares.
After cutting, decorate each brownie with the assorted Easter candies on top.
