Preheat your oven to 350 degrees Fahrenheit.
In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.
In a large mixing bowl, cream together softened butter, granulated sugar, and brown sugar until smooth and fluffy.
Beat in the eggs, one at a time, then stir in vanilla extract.
Gradually mix in the dry ingredients until just combined.
Fold in chocolate chips and caramel chips.
Scoop dough onto a parchment-lined baking sheet.
Bake for 12 minutes or until edges are set and centers are soft.
Sprinkle with sea salt flakes and optional drizzle caramel sauce over top after baking.
