Toss diced chicken with cornstarch in a bowl until coated well.
Heat vegetable oil in a skillet over medium-high, sear chicken until golden brown.
Throw in minced garlic and grated ginger, sauté for about one minute.
Mix orange juice, soy sauce, sugar, and red pepper flakes in a bowl, pour into skillet with chicken.
Bring to a boil then simmer until sauce thickens, about 5-10 minutes.
Pour everything into pressure cooker, seal it up and set for quick release. Serve over rice with chopped green onions on top.
