In a small bowl, combine warm milk and yeast. Let it sit for about 5 minutes until foamy.
In a large mixing bowl, combine flour, sugar, salt, and garlic powder. Mix well.
Add the yeast mixture and melted butter to the dry ingredients. Stir until a dough forms.
Transfer the dough to a floured surface and knead for 5-7 minutes until smooth.
Place the kneaded dough in a greased bowl, cover with plastic wrap, and let it rise in a warm place for 1 hour or until doubled in size.
In a mixing bowl, combine mozzarella cheese, Parmesan cheese, minced garlic, and chopped parsley (if using). Set aside.
Preheat your oven to 375°F (190°C).
Roll out the risen dough on a floured surface into a rectangle about ¼ inch thick.
Brush melted butter over the dough and sprinkle the cheese filling evenly on top.
Roll the dough tightly from the long edge to form a log. Slice the log into 12 equal pieces.
Place each piece, cut-side up, into a muffin tin, gently pressing down to fit.
Bake in the preheated oven for 20-25 minutes or until golden brown.
Remove from the oven and let cool in the tin for 5 minutes before transferring to a wire rack.
Optionally, brush the tops with some extra melted butter and sprinkle with chopped parsley before serving.
