Grease a 9x13 inch pan to ensure nothing sticks while using the pressure cooker.
Whisk together flour, granulated sugar, brown sugar, cinnamon, nutmeg, ginger, salt, and baking soda in a large bowl.
In a separate bowl, mix melted butter and eggs until smooth.
Slowly add wet ingredients to dry ingredients, stirring until just combined. Fold in grated carrots and optional nuts or raisins.
Pour batter into the greased pan and smooth the top.
Place pan on a trivet in the pressure cooker and cook on high pressure for 25 minutes. Quick release pressure when done.
Allow the carrot cake bars to cool before applying cream cheese frosting.
