Preheat your oven to 350°F (175°C).
Core the cabbage and gently remove the leaves, placing them in boiling water for about 2-3 minutes until they are tender. Drain and set aside.
In a skillet, cook the chopped onion and minced garlic over medium heat until softened.
Add the ground beef or turkey to the skillet and cook until browned. Drain any excess fat.
Stir in the uncooked rice, diced tomatoes, tomato sauce, broth, oregano, basil, salt, pepper, and Worcestershire sauce. Bring the mixture to a simmer for about 5 minutes.
In a large baking dish, spread a thin layer of the meat mixture on the bottom. Layer a few cabbage leaves on top, then add another layer of the meat mixture. Repeat the layers until all ingredients are used, finishing with a layer of cabbage.
Cover the dish with aluminum foil and bake in the preheated oven for 45 minutes.
Remove the foil and sprinkle cheese on top (if using). Bake uncovered for an additional 15 minutes or until the cheese is melted and bubbly.
Let the casserole sit for about 10 minutes before serving.
