Heat the oil in your pressure cooker's skillet or just use a pan on stove medium-high.
Toss in diced onion and red pepper, saute for about 5 minutes till they soften up nice.
Stir in the ground beef breaking it apart with a spatula, cook till brown 7 to 10 minutes.
Add grated carrots and chopped water chestnuts mix well so everything gets comfy.
Stir in chopped cilantro, sliced green onion, and sesame seeds cook 2 more minutes to warm through.
Pour in soy sauce, sugar, sesame oil, gochujang, mirin and lime juice stirring to combine that broth depth.
Close the pressure cooker lid and set it for high pressure 5 minutes to get that tender pull on beef.

Notes
